World Health Organization Confronts Significant Workforce Reduction After United States Financial Withdrawal

The international public health organization disclosed intentions to cut its staff by almost a fourth – totaling more than 2,000 positions – before mid-2026.

Financial Shortfall Prompts Substantial Restructuring

This move comes following the United States, previously the organization's largest donor, pulled out funding earlier this year.

Washington was contributing approximately eighteen percent of the agency's total budget, causing a significant financial shortfall.

Projected Staff Reductions

Based on internal projections, the staff will decrease from nine thousand four hundred and one posts in early 2025 to around 7,030 by mid-2026.

The decrease of 2,371 positions includes staff reductions, employees retiring, and natural departures.

"This year has been one of the toughest in our history, while we have navigated a painful but necessary journey of prioritization and realignment," commented the agency's leader.

Financial Shortfall Remains

The Switzerland-headquartered organization currently faces a funding gap of $1.06bn for the 2026-2027 period, representing nearly a fourth of its required funding.

This amount marks an reduction from a previous estimated gap of 1.7 billion dollars noted in May.

Not Included Funding

The financial calculations exclude an additional $1.1bn in expected funding from ongoing discussions with various donors.

A representative for the agency stated that the current unsecured portion of the budget is in fact lower than in earlier years, crediting this to multiple reasons:

  • Reduced overall budget size
  • The launch of a new donor outreach effort
  • Higher in member states' mandatory fees

The restructuring process is now approaching its completion, allowing the agency to progress with a reshaped structure.
